My guess: looks like a ruler to measure hem lines on skirts/dresses. It has its own stand and mainly used by a seamstress or tailor. I had one of these a few years ago 🙂

Is it by any chance used to measure hems?
I worked as a professional seamstress at a bridal shop and we never used these.
We would sit on the floor and measure and pin around the hem using small 6″ seamstress rulers. I so like painting better…=0)

A dress hemmer!! It sits on the floor and measures the length of you dress/skirt hem from the floor up!! :O)

This is a dress hemmer. My Mom and Grandmother had one
It’s a vintage Hem helper…..don’t know the exact name of it, but it had a hose with chalk powder in it I think and you mark your hem yourself instead of having to get someone else to help you with it.
